There is rising speculation that Nitish Kumar may dump the BJPNaveen Patnaik styleor that the BJP itself may need to move out of the coalition in order to save face One thing is certain if the BJP decides to move outit will be political hara kiribecause it risks getting reduced to a marginal player in Bihar HoweverNitish may not pull the Patnaik stunt because Biharunlike Orissahas an array of strong Opposition leaders In the backdrop of fast-changing social equations Lalu has failed to retain the niche he had carved out for himself over the last two decades The continuous downslide in voter turnout (from 662 per cent in 1990 to 445 per cent in 2009) has been one of the most ignored angles in understanding the processes and trajectories of electoral competition in Bihar Time series data from the Centre for Study of Developing Societies (CSDS) of the last eight elections since 1995 suggest that the number of voters from the poorer sections is declining One would be surprised to note how this downslide of voter turnout mirrors declining RJD vote share in the state This should be the biggest worry for Laluwho has successfully mobilised the voters from the poorer sections of the society The pro-poor tone and tenor of his electoral mobilisation seems to have lost its teeth in his anti-communal rhetoric He needs to understand that though in the popular imaginationthe RJDs vote-bank is the M-Y (Muslim-Yadav) equation; the truth is that the RJD has always been critically depended on other communitiesparticularly the Dalitslower and Other Backward Classes and some upper castes for its vote Though loss of a big chunk of Muslim votes to the Congress has damaged his electoral prospects; the biggest setback comes from the continuous declining popularity among lower OBC votes The lower OBC vote has shifted decisively in favor of JD (U) in the last two elections Thus the big battle in Bihar is just not for the Muslim votes as it may seem The results would be more of a reflection of the fragmentation that will take place in the upper caste votes It is highly likely that the Congress would make its presence felt among the upper caste voters And in case the BJP and JD (U) contest separatelythe upper caste votes may get divided Nonethelessin the end this seemingly major rift between the BJP and JD (U) may well turn out to be just a tussle preceding seat sharing negotiations MeanwhileLalu Prasad Yadavit must be rememberedis a ruthless campaigner and may well be busy reinventing his organisational machine and setting things right in his own constituency The Municipal Corporation (PMC) has decided to make yet another attempt for popularisation of cycling in the city by formulating a comprehensive plan “We have started discussions with all those into selling bicycles repairing them and the users After consultation with them the plan would be finalised by October-end” Municipal Commissioner Kunal Kumar said on Wednesday The plan would include proposing necessary infrastructure work to achieve the objective of increasing use of bicycle in city Over the years the PMC has constructed 123 kilometres of cycle tracks in the city under the JNNURM However most of it is in a bad condition This has drawn the ire of civic activists who allege that the administration has failed to take steps to maintain them After coming under fire civic officials said PMC had been making efforts to prepare a plan for promoting use of bicycle among residents The existing cycle tracks have been encroached upon by hawkers or used for parking Also most of the cycle tracks are in a damaged state As per the 2011 census nine per cent of city population use bicycles and the PMC has set a target of increasing it to 25 per cent in the next few years The PMC has appointed the consortium of iTrans – Innovative Transport Solutions Pvt Ltd Prasanna Desai Architects and Centre for Environment Education as consultants for preparing a Comprehensive Bicycle Plan The focus of the plan would be improving the existing cycle track for use by cyclists and creating a network of cycle tracks across the city with connectivity to main roads In 2008 the PMC had first proposed public bicycle sharing plan for the city wherein people would hire and ride bicycles for commuting within city The then municipal commissioner Praveensinh Pardeshi had introduced a cycle day in the civic body and himself cycled to office to encourage others to follow him Then Mayor Mohansingh Rajpal and a few other corporators along with civic officials too initially cycled to office on the “Cycle day” but it later abandoned the practice PMC has floated tenders for public bicycle plan at least four times but could not implement it In February last year the Union Urban Development Ministry urged the civic body it to prepare a comprehensive bicycle plan for the city as a model to be replicated across the country For all the latest Pune News download Indian Express App More Top unconventional actor a lanky village mason with a disarming grin Renji Kankol was cast as fish-seller Rafeeq because director Jino Joseph kept remembering his face mannerisms and gestures while writing the play “When the director told me about the role I found that the age and character of Rafeeq was the same as mine” says Kankol 27 Joseph would find out later that Kankol who dropped out of school after class X used to carry matthi baskets on his head to distribute to shops in his village “I earned Rs 60 a day My body was full of the smell Others will not like this smell but we love it” says Kankol who won Best Actor at the prestigious Mahindra Excellence in Theatre Awards (META) in 2015 Matthi was also presented at Bharat Rang Mahotsav (BRM) National School of Drama’s (NSD) annual festival earlier this week The play is a snapshot of rural life in which villagers have simple concerns and small jobs Every rite of passage from childhood pranks to teenage crushes from acting in a local play to participating in a political meeting is flavoured by fish Tasty healthy and cheap matthi is the food of the masses It is cooked by a girl Rafeeq falls in love with and by his sister Kunjami for public gatherings “The period between the ’60s and ’90s marked a big cultural transition in Kerala Youngsters and entire families began to migrate out of villages for studies or work and their place was taken by labourers from Bengal and North India” says Joseph The stink of fish from the stage is replaced by the dust of cement mixers Rafeeq finds that the big fish have swallowed up the small matthi Kankol has spent all his life in the Left bastion of Koothuparamba a town that was once a hub of art and cultural activities and political revolutions but is now better known for a a month after his father died and Kankol was struggling to earn a livelihood for his mother and his sister “One day you will be known by the name of Matthi Rafeeq” Joseph promised the mason “He is not an actor and that is the positive thing His sorrow becomes the sorrow of the audience his pleasure becomes their pleasure” says Joseph “Rafeeq is not a leader or a boss but he has his own politics He never sells big fish He always stands on the side of the marginalised people He gives up only when he realises that the local sardines are being exported and their place was being taken up by imported fish kept in cold storage” says Kankol and adds that he is “pro-communist” The actor says he was enthusiastic about his first lead role but did not know how to perform The cast attended a camp in tents they put up and cut out the outside world for 45 days to develop the play “All the people came together had their food together cooked together ate together and slept together This togetherness made the play We started the day by cooking matthi and slowly the play began to take shape” says Kankol In his small house Kankol has made a wooden shelf to display the awards appreciations and mementoes coming his way from cultural organisations and events such as International Theatre Festival of Kerala Matthi is reportedly causing a social revolution in Kerala by bringing back the culture of local clubs where budding artistes can express themselves through theatre This is important in the context of the nature of the district – a major industry in Kannur is bomb-making and no day goes by without reports of a fatal explosion He adds “We cannot say Matthi has made big revolutions and all the social and political problems are solved Matthi is a celebration of nostalgia it makes people realise what we miss today The play is a small reminder of that” He still works as a mason making relief works on cement “We cannot compare our passion with money Theatre gives pleasure it helps us to forget our troubles and reinforces our faith” he says Among theatre-goers however he is famous The morning after Matthi was staged at BRM a campus theatre group pointed out Kankol as he wandered around NSD and called out “Nice play Matthi Rafeeq” For all the latest Entertainment News download Indian Express App More Top NewsBy: Reuters | London | Published: December 12 2016 9:32 pm Chelsea
